Security Council chief: Foreign intelligence agency is planned to be created in Armenia

The government, together with the ruling majority “Civil Contract” Faction of the National Assembly, is implementing large-scale reforms in three directions: Police, the Ministry of Defense, and the Armed Forces. Secretary of the Security Council, Armen Grigoryan, stated on Tuesday, July 12th, 2022 during the parliamentary hearing on the process toward the establishment of a Ministry of Internal Affairs in Armenia.

The Security Council chief informed that in the context of these reforms, it is planned to create a separate foreign intelligence agency in Armenia, and that the Security Council office has already started discussions with its partners on the matter of forming this new agency.

“Police reforms should be considered in this broad context, and the democratic concept is based on it. Since 2018, the [Armenian] government has started the process of democratization of the security sector, which is also important from the point of view of security, stability, and increasing our capabilities,” said Grigoryan.

In general, also from the point of view of the security system, the Secretary of the Security Council of Armenia emphasized the merging of the functions of the Police and of the Ministry of Emergency Situations of Armenia within one ministry in the country.
