Karabakh parliamentary factions express their stance on new model of governance

Dashnaktsutyun faction of the Nagorno-Karabakh Republic (NLR) National Assembly (NA) is against the proposed concept paper of constitutional changes, which stipulates establishing a parliamentary model of governance in the republic.

Dashnaksutyun faction member Davit Ishkhanyan told the aforementioned to Armenian News – NEWS.am.

“We have already said that we are against it. The political forces of Artsakh favored the process of constitutional changes launched in February; most of those parties were for the constitutional changes. The April war, however, changed the position of those parties. As to Dashnaktsutyun, we thought and continue to think that the effectiveness of the parliamentary system of governance is greater, and it is more applicable in Karabakh,” he said.

In Ishkanyan’s words, the demand for making changes in the Artsakh Constitution arose after similar changes in Armenia.

Karabakh’s Democracy and Hayrenik factions are for the option of shifting to the presidential model. Hayrenik faction member Romela Dadayan told Armenian News – NEWS.am that the discussions, political views and consultations convinced them that the presidential model is the right one.

Leader of Revival faction Hayk Khanumyan told us that they are against the change in the governance system, since they are afraid that this is being done for the purpose of the government “reproduction”.
